$25. seems very cheap for 365/24 hour service like this.
Less than the ticket price for one show at Dizzy's.

Guilt labels into contributing?
I'm not sure.
Perhaps try the $25 on a voluntary basis for several months, while keeping the list free to all. After that period, maybe the JPL could reassess, and if the voluntary-fee structure doesn't work, then switch to the proposed $25 registration fee?
